We have confirmed it is a bug on iOS 17.0 - 17.1.1 as it no longer happens on 17.2 (Beta release). We continue to recommend that our customers do not manually remove the VPN profiles while on iOS 17.0 - 17.1.1. This will be resolved once iOS 17.2 is officially released.

Identified
We have identified that this issue occurs for new installations on iOS 17.0 - 17.1.1 and if the profile is manually removed. For those who upgraded already to iOS 17.0 - 17.1.1, we suggest that our users do not manually remove the VPN profiles. For those who are trying to install on iOS 17.0 - 17.1.1, this will continue to fail. We will continue to work on a permanent fix for this.
